103A.14 ADVISORY COUNCIL.
There is hereby established a seven member council to be known as
the state building code advisory council. The council shall elect
from its membership a chairperson. The members of the council shall
be appointed by the governor and shall hold office commencing July 1,
1972, for four years and until their successors are appointed, except
that three initial appointees shall be appointed for two-year terms
and four initial appointees shall be appointed for four-year terms.
The members of the council shall be persons who are qualified by
experience or training to provide a broad or specialized expertise on
matters pertaining to building construction. At least one of the
members shall be a journeyman member of the building trades.
Vacancies shall be filled in the same manner as the original
appointments.
1. The council shall advise and confer with the commissioner in
matters relating to the state building code.
2. The council members shall, at the request of the commissioner,
hold public hearings and perform such other functions as the
commissioner requests.
3. The council shall approve or disapprove the rules and
regulations referred to in section 103A.7 and shall approve or
disapprove any alternate materials or methods of construction
approved by the commissioner as provided in section 103A.13. A
majority vote of the council membership shall be required for these
functions.
4. Any member of the council may be removed by the governor for
inefficiency, neglect of duty, misconduct or malfeasance in office,
after being given a written statement of the charges and an
opportunity to be heard thereon.
5. Each member of the council shall receive per diem compensation
at the rate as specified in section 7E.6 for each day spent in the
performance of the member's duties, but not to exceed twenty-five
hundred dollars per year. All members of the council shall receive
necessary expenses incurred in the performance of their duties.
6. Four members of the council shall constitute a quorum. For
the purpose of conducting business a majority vote of the council
shall be required.
7. Meetings of the council may be called by the commissioner. Section History: Early Form
