220A.2 DEFINITIONS. When used in this chapter, unless the context otherwise requires: 1. "Department" means the department of human services. 2. "Private agency" means any individual and any nonprofit or business organization authorized under the laws of Iowa. 3. "Public agency" means any agency, department, board, commission, or division of the state of Iowa or the United States, any political subdivision of or school board in the state of Iowa, any state of the United States, and the District of Columbia. 4.
