237.14 ENHANCED FOSTER CARE SERVICES. The department shall provide for enhanced foster care services by establishing supplemental per diem or performance- based contracts which include payment of costs relating to payments of principal and interest for bonds and notes issued pursuant to section 16.155 with facilities licensed under this chapter which provide special services to children who would otherwise be placed in a state juvenile institution or an out-of-state program. Before completion of the department's budget estimate as required by section 8.23, the department shall determine and include in the estimate the amount which should be appropriated for enhanced foster care services for the forthcoming fiscal year in order to provide sufficient services.          Section History: Recent Form 90 Acts, ch 1239, §14
