284.1 STUDENT ACHIEVEMENT AND TEACHER QUALITY PROGRAM. A student achievement and teacher quality program is established to promote high student achievement. The program shall consist of the following five major elements: 1. Mentoring and induction programs that provide support for beginning teachers in accordance with section 284.5. 2. Career paths with compensation levels that strengthen Iowa's ability to recruit and retain teachers. 3. Professional development designed to directly support best teaching practices. 4.
