316.14 FUNDING. Funds appropriated or otherwise available to any state agency for a program or project shall also be available to carry out the provisions of this chapter. Payments and expenditures under this chapter for highway projects are incident to and arise out of the construction, maintenance, and supervision of public highways and streets, and, in the case of any federal-aid highway project, may be made by the department from the primary road fund and funds made available by the federal government for the purpose of carrying out this chapter.
