317.14 NOTICE OF PROGRAM. Notice of any order made pursuant to section 317.13 shall be given by one publication in the official newspapers of the county and shall be directed to all property owners. Said notice shall state: 1. The time for destruction. 2. The manner of destruction, if other than cutting above the surface of the ground. 3.
