357A.1 DEFINITIONS. As used in this chapter, unless the context otherwise requires: 1. "Auditor" means the county auditor of a county in which a district has been incorporated and organized or is proposed to be incorporated and organized. 2. "Board" means the board of directors of a district, and "director" means a member of such board of directors. 3. "Department" means the department of natural resources. 4. "District" means a rural water district incorporated and organized pursuant to the provisions of this chapter. 5. "Member" means an owner of real property which is located within a district, the tenant of the real property, or another person acting for the owner with the owner's written consent. 6. "Participating member" means a member who has subscribed to and paid the established fee for at least one benefit unit in a district, in the manner provided by this chapter. 7.
