420.190 GARBAGE CAN TAX -- ASSESSMENT AGAINST PROPERTY. Special chartered cities which collect both rubbish and garbage by a monthly can tax shall have the power by ordinance to declare the service a benefit to the property so served and in case of failure to pay said monthly charge to assess the actual cost thereof against the property benefited.          Section History: Early Form [C54, 58, 62, 66, 71, 73, 75, 77, 79, 81, § 420.190]
