Chapter 2.--AGRICULTURE Article 21.--PLANT PESTS

      2-2115.   Inspections by secretary. To effectuate the purposes of this act, the secretary shall have the right to enter and inspect any property in this state, except private dwellings; or, to stop and inspect any means of conveyance moving within this state, upon probable cause to believe it contains or carries any plant pest or other article subject to this act.
