      21-4209b.   "Explosives" defined.As used in K.S.A. 21-4209 and 21-4209a, "explosives" means any chemicalcompound, mixture or device, of which the primary purpose is to functionby explosion, and includes but is not limited to dynamite and other highexplosives, black powder, pellet powder, initiating explosives,detonators, safety fuses, squibs, detonating cord, igniter cord and igniters.
