      21-4702.   Basis for applying sentencing guidelines and prosecutingstandards.The sentencing guidelines and prosecuting standards, ascontained in this act or as subsequently enacted, shall apply equally to alloffenders in all parts of the state, without discrimination as to any elementthat does not relate to the crime or the previous criminal record of thedefendant.
