      22-4609.   Same; prohibited as sole basis for makingstop or arrest.The race, ethnicity, national origin, gender or religious dressof anindividual orgroup shall not be the sole factor in determining the existence of probablecause to take intocustody or to arrest an individual or in constituting a reasonable andarticulable suspicion that anoffense has been or is being committed so as to justify the detention of anindividual or theinvestigatory stop of a vehicle.
