      24-127.   Transfer of territory from one drainage district to another,when.Subject to the provisions of K.S.A. 19-270 and upon aproper petition being presented for such purpose, theboard of county commissioners of any county maytransfer territory from one drainage district organized and incorporatedunder the laws of this state to any other adjacent drainage district soorganized and incorporated.
