24-1113. Same; construction of act.This act shall be liberally construed to effectuate its purposes, and noirregularity or defect not affecting the substantial rights of any personshall operate to invalidate or impair the whole or any part of this act. Anexchange of lands between the state of Kansas and the state of Missouri isimminent, and it is the intent of the legislature in enacting this act tomake provision whereby property, rights and obligations relating to landsforming a drainage district or levee district under Missouri law shall notbe impaired or unduly burdened when such lands become a part of the stateof Kansas.
