      24-428.   Bond elections; costs included.If an election is held to voteupon the question of issuing bonds to be paid by general taxation and if theissuance isauthorized by the taxpayers, there shall be included in theamount of bondsissued all costs thereof including legal, engineering and other specialcosts of the improvement. Whenever a drainage district authorizesimprovements to be paid for by the levy of special assessments, necessarycharges for engineering, legal services and assessors may be included as apart of the necessary construction costs or bond issue therefor.
