      24-430.   Installment assessments or bonds.Whenever the board of directors of any drainage district shall,under authority vested in it by this act, cause any levee to beconstructed or other work done, payment for which is to be made by thelevy of special assessments, it may in its discretion, instead oflevying the entire special assessment therefor at one time, provide forthe payment of the same by installments, and issue improvement bondstherefor payable in installments of equal amounts each year, for suchnumber of years as may be deemed advisable. Such improvement bonds shallbe issued as provided by law, but no bonds shall be issued under theprovisions of this section until the expiration of thirty days after thereport of the assessors shall have been confirmed, as provided in K.S.A.24-422; and during said thirty daysany person against whose property any special assessment shall have beenlevied may pay the same in full and thereby discharge his property fromthe lien thereof.
