      24-513.   Engineer; salary; duties.The board of directors shall appoint a competent engineer, at suchsalary as they may deem proper, who shall make a careful study ofconditions along the watercourses of the district, and prepare plans andspecifications, together with estimates of the cost of making theimprovements authorized in this act which he may deem necessary to be made,including the cleaning of the channels of the watercourses of allobstructions.
