      24-666.   Same; act supplemental to existing laws.This act shall be deemed to be supplemental to existing laws relating todrainage districts, flood control, irrigation, soil conservation andrelated matters, and shall not be construed as repealing any existing law.It shall be construed as providing an additional method and procedure forthe organization of drainage districts, the territory of which lies in morethan one county.
