25-1131. Rules and regulations by secretary of state.The secretary of state may adopt rules and regulations, not inconsistentwith this act, relating to advance voting ballots and thevoting thereof. Thissection shall not be deemed to require adoption of rules and regulations bythe secretary of state to carry out any duty under this act.
