25-4703. Definitions.As used in this act:
(a) "Arbitrator" means a neutral third party selected by the secretary ofstate whoresolves the dispute between the complainant and respondent, and whose decisionis final.
(b) "Complainant" means the person who files a complaint with the Kansassecretary ofstate under this act.
(c) "Respondent" means any state or local election official whose actions areasserted tobe in violation of title III in a complaint filed under this act.
(d) "Title III" means title III of the help America vote act of 2002, publiclaw 107-252, 116 Stat. 1666 (2002), codified at 42 United States code§§15481-15485.
