      28-813.   Population determined by enumeration; salarychangeseffective, when.The salaries fixed by this act shall be determined by the enumeration ofpopulation by the Kansas department of agricultureand changes in salaries shall be effective beginning with the salaries for themonth of January of the year succeeding the year in which the enumerationis made.
