32-881. Same; disposition of bond proceeds.The proceeds derived from the sale of all revenue bonds issued underK.S.A. 32-876 through 32-885, and amendments thereto, shall be deposited tothe credit of thedepartment in a bank, banks or depositories designated by the secretary andkept in a separate fund and used solely for the purpose for which the revenuebonds are authorized. The secretary is authorized to make all contracts andexecute all instruments which the secretary deems necessary or advisable forthe purpose of acquiring a site, constructing, reconstructing, improving,expanding, equipping and stocking a fish hatchery, and to provide for themanner of disbursement of the funds for such purposes. Except as provided bysubsection (c) of K.S.A. 32-877 and amendments thereto, nothing contained inK.S.A. 32-876 through 32-885, and amendments thereto, shall be construed asplacing in thestate treasury any moneys collected under such sections or requiring suchaction, and the legislature hereby declares that funds deposited under thissection shall not be subject to the provisions of section 24 of article 2 ofthe Kansas constitution.
