      38-550.   Contracts for care of youths; expense determination andpayment.The board of directors of any youth camp or home may contract with theboard of county commissioners of any county for the payment of expenses forany youth residing in the county of such board of county commissioners,when such youth is placed in a youth camp or home. In the absence of such acontract, no youth shall be so placed unless he resides in one of thecontracting counties or unless such expenses are paid by the state board ofsocial welfare or some person or agency other than one of the contractingcounties. Such expenses shall be determined by the board of the directorsfrom time to time and shall be in an amount which is sufficient to defrayall costs and expenses of the youth camp or home allocated and apportionedto such youth.
