39-1303. Agreements by secretary or commissioner, conditions; standardsforhomes andservices; publication; availability of local funds.The secretary or the commissioner of juvenile justice shall make nocommitment nor enter into any agreementunder authority of this act until the secretary or commissioner hasdetermined that sufficient fundshave been appropriated to meet the state's share of the cost thereof. Thesecretary or commissioner shall not enter into any such agreement until thesecretary or commissioner has publishedstandards relating to such homes and services, and such standards have beencomplied with by those with whom such contracts are made. The secretary orcommissionershall not enter into any such agreement until the secretary orcommissioner has been provided adequateassurance that the local organizations applying for aid has sufficientfunds available to meet any obligations assumed under the agreement enteredinto.
