39-1307. Application for grants-in-aid; agreements.All applications for grants-in-aid under this act shall be submitted tothe secretary or commissioner, whichever is applicable, for approval orrejection. Whenever any such application isapproved, the secretary or commissioner may enter into agreements forgrants-in-aid as authorized in this act. The secretary shall expend fundsfor grants-in-aid as authorized in this act for all community based groupboarding homes for children and youth. Any funds for grants-in-aid for suchhomes under the authority of the commissioner shall be expended upon writtenapproval by the commissioner and communicated to the secretary.
