      39-1609.   Provision of community based mental health services;technical and financial assistance.(a) Each mental health center may provide community based mental healthservices under the system established in accordance with this act andapproved by the secretary either by directly providing such services or byproviding such services through contracts with service providers, includingother mental health centers, or both directly and through contracts withsuch service providers.

      (b)   Subject to and in accordance with the provisions of this act andappropriations acts, the secretary shall assist in the establishment anddevelopment of community based mental health services in each county byproviding counties and mental health centers with technical assistance andfinancial assistance.
