      40-2c26.   Notices by commissioner; effective, when.All notices by the commissioner to an insurer which may resultin regulatory action under this act shall be effective upon dispatch iftransmitted by registered or certified mail, or in the case of any othertransmission shall be effective upon the insurer's receipt of such notice.
