      40-2d26.   Notices by commissioner; effective,when.All notices by the commissioner to a health organizationwhich may result in regulatory action under this act shall be effective upondispatch if transmitted by registered or certified mail, or in the case of anyother transmission shall be effective upon the health organization's receipt ofsuch notice.
