      40-3309.   Rules, regulations and orders of commissioner; hearings.The commissioner of insurance , upon notice and opportunity for allinterested persons to be heard, may issue such rules, regulations and ordersas shall be necessary to carry out the provisions of this act.Hearings on orders, as defined in subsection (d) of K.S.A.77-502 and amendments thereto, shall be conducted in accordance with theprovisionsof the Kansas administrative procedure act.
