      40-3652.   Same; supervision or seizure proceedings, authority ofcommissioner.The commissioner in the commissioner's sole discretion mayinstitute proceedings under K.S.A. 40-3613 through 40-3615 at therequest of thecommissioner or other appropriate insurance officials of the domiciliary stateof any foreign or alien insurer having property located in this state.
