      40-4117.   Purchase of insurance through surplus lines agent or broker required, when.A purchasing group may not purchase insurance from a riskretention group that is not chartered in a state or from an insurer notadmitted in the state in whichthe purchasing group is located, unless the purchase is effectedthrough a licensed agent or broker acting pursuant to the surplus lineslaws and regulations of such state.
