Chapter 46.--LEGISLATURE Article 2.--STATE GOVERNMENTAL ETHICS

      46-247.   Individuals required to file writtenstatements ofsubstantial interests; exception.The following individuals shall file written statements of substantialinterests, as provided in K.S.A. 46-248 to 46-252, inclusive, and amendmentsthereto:

      (a)   Legislators and candidates for nomination or election to thelegislature.

      (b)   Individuals holding an elected office in the executive branch ofthis state, and candidates for nomination or election to any suchoffice.

      (c)   State officers, employees and members of boards, councils andcommissionsunder the jurisdiction of the head of any state agency who are listed asdesignees by the head of a state agency pursuant to K.S.A. 46-285, andamendments thereto.

      (d)   Individuals whose appointment to office is subject toconfirmation by the senate whether or not such individual is a stateofficer or employee.

      (e)   General counsels for state agencies irrespective of howcompensated.

      (f)   The administrator or executive director of the education commission ofthe states, the interstate compact on agricultural grain marketing,the Mo-Kan metropolitan development district and agency compact, the KansasCity area transportation district and authority compact, the midwestnuclear compact, the central interstate low-level radioactive waste compact,the multistate tax compact, the Kansas-Oklahoma Arkansas river basincompact, the Kansas-Nebraska Big Blue river compact, and the multistatelottery.

      (g)   Private consultants under contract with any agency of the state ofKansas to evaluate bids for public contracts or to award public contracts.

      (h)   From and after January 1, 2003, any faculty member or other employeeof apostsecondaryeducational institution as defined by K.S.A. 74-3201b, andamendments thereto, who provides consultingservices and who, on behalf of or for thebenefit ofthe person for which consulting services are provided:

      (1)   Promotes or opposes action or nonaction by any federal agency, anystate agency as defined byK.S.A. 46-224, and amendments thereto, or any political subdivision of thestate or any agency of such political subdivision or a representative of suchstate agency, political subdivision or agency; or

      (2)   promotes or opposesaction or nonaction relating to the expenditure of public funds of the federalgovernment, the state orpolitical subdivision of the state or agency of the federal government, stateor political subdivision of the state.

      (i)   Except as provided byK.S.A. 2009 Supp. 46-247a, and amendments thereto, anyfacultymember who receives anannual salary of $50,000 or more, other than anadjunct faculty member, who is employed by a state education institution asdefined by K.S.A. 76-711, and amendments thereto.
