      46-907.   Submission of certain claims to joint committee on special claimsagainst the state.All claims proposed to be paid from the state treasury or any specialfund of the state of Kansas, which cannot be lawfully paid by the stateor any agency thereof except by an appropriationof the legislature shall be submitted to the jointcommittee on special claims against the state before final action thereonis taken by either house of the legislature.
