      46-917.   Same; adoption of procedural guidelines.The joint committee on special claims against the state ishereby authorized to adopt such procedural guidelines, not inconsistentwith the provisions of this act, as may be necessary for orderly procedurein the filing, investigation, hearing and disposition of claims before it.
