Chapter 48.--MILITIA, DEFENSE AND PUBLIC SAFETY
Article 15.--EMERGENCY LOCATION OF STATE GOVERNMENT

      48-1501.   Establishment of temporary location, when; proclamation;duration.Whenever, due to an emergency resulting from the effects of enemyattack, or the anticipated effects of a threatened enemy attack, it becomesimprudent, inexpedient or impossible to conduct the affairs of stategovernment at the normal location of the seat thereof in the city ofTopeka, Shawnee county, Kansas, the governor or such person who may beexercising the power of governor under this act shall, as often as theexigencies of the situation require, by proclamation, declare an emergencytemporary location, or locations, for the seat of government at such place,or places, within this state as the governor may deem advisable under thecircumstances, and shall take such action and issue such orders as may benecessary for an orderly transition of the affairs of state government tosuch emergency temporary location, or locations. Such emergency temporarylocation, or locations, shall remain as the seat of government until thelegislature shall by law establish a new location, or locations, or untilthe emergency is declared to be ended by the governor and the seat ofgovernment is returned to its normal location.
