      48-254.   Same; disbursal of allowance by adjutant general.The adjutant general shall disburse the allowance provided above inaccordance with such rules and regulations as he or she shall promulgate inpayment of actual expenses incurred in maintaining and equipping a shootingrange and grounds and equipment therefor, and in transporting competitorsand range officers and assistants to and from the shooting grounds, and infurnishing mess at the shooting grounds and providing and keeping properrecords, and for postage, telegrams and telephone messages necessary inorganizing the annual state competitions and notifying contestants thereforand for equipment for the team selected, upon the filing of proper voucherstherefor.
