      48-314.   Payments by state.The director of accounts and reports is hereby authorized and directed,upon the filing of vouchers in favor of the parties entitled theretoupon estimates made by the secretaryof administration andapproved by the military board, to draw his or her warrants on the statetreasurer for the payment of same.
