      49-405a.   Training, examination and certification of certain personsresponsible for blasting or use of explosives; rules and regulations requiring.In accordance with the provisions of this act, the secretaryshall promulgate rules and regulations requiring the training, examinationand certification of persons engaging in or directly responsible for blastingor use of explosives in surface coal mining operations.
