      50-6a20.   Rules and regulations.Notwithstanding subsection (j) of K.S.A. 50-6a02, andamendments thereto, the attorney general may promulgate rules and regulationsnecessary to effect the purposes of this act for the regulation of tobaccoproduct manufacturers. The director may promulgate rules and regulationsnecessary to effect the purposes of this act for the regulation of stampingagents, retail dealers and vending machine operators.
