      54-109.   Secretary of state and assistant authorized to administeroaths and authenticate same with seal.The secretary of state and the assistant secretary of state are herebyauthorized and empowered to administer oaths pertaining to all matterswherein an oath is required, and to attest the same with seal of thesecretary of state.
