55-178. Complaint concerning pollution from abandoned wells; contents.Any person who has reason to believe that anywell which has been abandoned is causing or is likely to cause thepollution of any usable water strata or supply or the loss of any usablewater through downward drainage by reason of the fact thatthe well has not been plugged, was improperly plugged, or that theplugging is no longer effective by reason of the deterioration of thepipe or by any other cause, may file a complaint in writing, so alleging,with the commission secretary. Such complaint shall statethe location of the well andthe facts which caused the complainant to believe that such well iscausing or is likely to cause the pollution of any usable water strata orsupply or the loss of usable water.
