58-4204a. Electronic certificates of title.(a) On and after January 1, 2003, when an assignment oftitle or manufacturer's statement of origin indicates that there is a lien orencumbrance on a manufactured home or mobile home or if a notice of securityinterest has been filed with the division, the division shall retain possessionof such certificate of title electronically and shall create an electroniccertificate of title. The provisions of K.S.A. 58-4201, et seq., andamendments thereto, shall apply to an electronic certificate of title, exceptas otherwise provided by statute or by rules and regulations adopted pursuantto subsection (b).
(b) The secretary of revenue is hereby authorized to adopt rules andregulations necessary to carry out the provisions of this section.
