      61-4103.   Availability of other relief.Ifa case arises in which an action orproceeding for theenforcement or protection of a substantive right, or the redress or preventionof a wrong,cannot be had under any specific provisions of the code of civil procedure forlimited actions or other statutes,then the courtshall proceed as nearly in conformity with the provisions of the code of civilprocedure for limited actions as the circumstancespermit to do whatever law and justice require for the protection of theparties.
