      65-102b.   Confidentiality of information concerning noninfectious diseases;disclosure.Information concerning noninfectious diseases obtained by the secretaryunder K.S.A. 65-102 is confidential and shall not be disclosed except asprovided in this section. The secretary may disclose information concerningnoninfectious diseases obtained under K.S.A. 65-102: (a) Upon the consent,in writing, of the person who is the subject of the information, or if suchperson is under 18 years of age, by such person's parent or guardian; or(b) upon the request of an organization or scholarly investigator for legitimateresearch or data collection purposes so long as such information is disclosedin a manner which will not reveal the identity of the persons who are thesubject of the information.
