Chapter 65.--PUBLIC HEALTH Article 1.--SECRETARY OF HEALTH AND ENVIRONMENT, ACTIVITIES

      65-163f.   Same; authority and duties of the secretaryof health andenvironment; rules and regulations.The secretary shall administer the provisions of this act andshall be responsible for administration and management ofthe fund. The secretary is hereby authorized to:

      (a)   Enter into binding commitments for the provision of loans inaccordance with the provisions of this act;

      (b)   review applications of municipalities for loans andselect the projects for which loans will be madeavailable;

      (c)   provide the governor and the legislature with anannual report prepared in accordance with K.S.A. 65-163k andwith copies of the audit required under K.S.A. 65-163e; and

      (d)   adopt rules and regulations necessary for effectuation of theprovisions of this act.
