      65-1,247.   Expedited processing and issuance ofcertain permits.(a) The department of health and environment shall expediteprocessing andissuance of any permit required to be issued by the department for constructionor operation of a refinery.

      (b)   As used in this section, "refinery" means an industrial process plantwhere crude oil isprocessed and refined into petroleum products.
