      65-3408.   Compliance with act by state institutions and agencies;permits; contracts.All state institutions and agencies shall obtain a permit from thesecretary under the provisions of K.S.A. 65-3407 and shallalso comply with all other provisions of this act: Provided further,That such institutions and agencies may contract with any person, city,county, other political subdivision or state agency to carry out theirresponsibilities under the act.
