      65-415.   Survey and planning activities.The secretary is authorized and directed to make an inventory of existingmedical facilities to survey the need for modernization orconstruction of medical facilities or for the conversion of existing medicalfacilities in order to provide new health services; and, on the basis of suchinventory and survey, to develop a program for the construction, modernizationor conversion of suchmedical facilities as will, inconjunction with existing facilities, afford the necessary physicalfacilities for furnishing adequate medical facility servicesto all the people of the state.
