      65-453.   Same; emergency waiver, when; secretary of health and environment.The secretary of health and environment upon applicationof a hospital may grant an emergency waiver from the provisions of this actif the need for the hospital project is a result of fire, tornado, flood,storm damage or other similar disaster, if adequate health care facilitiesare not available for the people who previously used the applicanthospital's facility and if the request for an emergency waiver is limitedin nature and scope only to those repairs necessitated by the natural disaster.
