      65-4507.   Revocation of certificate; grounds.The secretary may revoke the certificate of an operator following ahearing conducted in accordance with the provisions of the Kansasadministrative procedure act, when it is found that the operator haspracticed fraud or deception; that the operator did not use reasonable care, judgment orthe application of the operator's knowledge or ability in the performance ofthe operator's duties; or that the operator is incompetent or unable to performthe operator's duties properly.
